OPINION: Sierra Reflections – Ethics, Equity and Enforcement

Adding to the drama surrounding World Properties’ application for their Sierra Reflections housing project in Pleasant Valley, now with Washoe County approval via an appeal, are pending ethics complaints, an open meeting law complaint, and a citizens-sponsored lawsuit. All are focused on the “irregularities” that have plagued the project’s approval process.

With more than 2,000 citizens now signed up in opposition and standing-room-only crowds at public hearings, the next hearing on May 28 before the Truckee Meadows Regional Planning Commission will likely shatter all previous attendance records.

The ethics complaints, now in the hands of the Nevada Commission on Ethics (NCE) staff, target Commissioners Hill, Andriola, and Garcia. The complaints allege their votes to overturn a unanimous decision by the Washoe County Planning Commission (WCPC), which denied the project’s application, had more to do with politics and money than the twenty required “findings” under the County’s Development Code.

Those three commissioners have reportedly received contributions from multiple project-related parties and beneficiaries. The NCE staff is expected to decide next week whether there is “good and sufficient cause” to recommend a formal investigation by the Commission.

The NCE next meets on May 20, 2026, at Suite B, State Bar of Nevada, 9456 Double R Boulevard, Reno.

The Open Meeting Law (OML) complaint, now in the hands of the Nevada Attorney General, alleges County Commission Chair Andriola failed to properly notice and agendize a material and significant $1 million payment by applicant World Properties to the Truckee Meadows Fire Protection District (TMFPD) as a partial down payment on a new fire station estimated to cost $18.6 million.

That issue appeared for the first time as an amendment to the motion by Commissioner Garcia to overturn the WCPC’s project denial at approximately 7 p.m. during the March 10 hearing, conveniently after public comment had already closed.

In addition, with the involvement of the TMFPD in the final approval of the appeal, the March 10 meeting was not convened as a joint session of the County Commissioners and the TMFPD Board of Fire Commissioners, as required when both legally separate entities are involved. County commissioners cannot obligate the TMFPD to take action.

The complaint petitions the Attorney General to file suit to have the County Commission’s approval of World Properties’ appeal ruled null and void. The AG’s Constituent Services Unit has until early next month to make its initial findings.

It should also be noted that the County’s approval of the World Properties appeal does not yet authorize Sierra Reflections to proceed. As a “project of regional significance,” the application must also conform to the “Regional Plan,” Truckee Meadows Regional Plan, a determination that will be made by the Truckee Meadows Regional Planning Commission on May 28.

Last but not least, the citizens lawsuit filed in Washoe District Court, Case #CV26-01078, provides an extensive look at the alleged legal errors and omissions by both the developer and the County. The case is expected to play out over the summer after a judge is assigned.

Apparently, Commissioners Andriola, Hill, and Garcia would rather be sued by their constituents and voters than by a developer. I wonder how that will work out at election time?
