Clark County School District (CCSD) Mandates Signal-Blocking Pouches for Student Cell Phones

LAS VEGAS – Starting in the 2024-25 school year, middle and high school students in the Clark County School District (CCSD) will be required to store their cell phones and other electronic devices in non-locking, signal-blocking pouches during instructional time. This new policy aims to minimize distractions and enhance the learning environment.

Why the Change?

CCSD cites research indicating that cell phones significantly disrupt classroom learning. By implementing this measure, the district hopes to improve student focus and academic performance. Interim superintendent Dr. Brenda Larsen-Mitchell emphasizes the importance of each minute of instruction and believes that eliminating phone distractions will contribute to student success.

Pilot Program Success:

This decision follows a successful pilot program conducted in ten schools last year, where signal-blocking pouches proved effective in reducing distractions. Building on this positive outcome, the district has expanded the program to all secondary schools.

How It Works:

Students in grades 6-12 will be expected to place their phones in the provided pouches at the start of each class period. The pouches will be kept in a designated area within the classroom, ensuring accessibility in case of emergencies. While students won’t have access to their devices during lessons, they will be allowed to use them during breaks, lunch periods, and school-sponsored activities.

Elementary Schools and Other Details:

For elementary schools, the use of signal-blocking pouches will be optional. The district will provide additional information about this new policy and other campus-related matters to parents in the near future.

Additional Policy Updates:

In addition to the pouch requirement, all secondary students will also be required to wear identification badges while on campus starting in the 2024-25 school year.

Policy Alignment:

This new rule aligns with the district’s existing policy on personal technology and communication devices, which outlines specific circumstances where device usage is permitted.
