Leaked Audio Sparks Controversy: Should Public Officials Be Held to Higher Standards?

City leadership is once again in the spotlight, not for achievements, but for the kind of careless, racially-charged rhetoric that erodes public trust and undermines confidence in government institutions. Edward “Owen” Dickie, the City Manager of Mesquite, Nevada, now finds himself at the center of controversy after audio recordings surfaced of him making racially insensitive remarks during a conversation with the now-former Mesquite Police Chief, Maquade Chesley.

According to Dickie, the recording was made without his knowledge and released in retaliation for firing Chesley earlier this year for what he described as insubordination and serious misconduct. In the leaked audio, Dickie is heard saying he would “go down to Louisiana with the biggest Black Aunt Jemima” to whip the police department into shape—a comment that doesn’t reflect a leader seeking real solutions but rather one engaging in cheap stereotypes and divisive language.

Dickie admitted to making the comment and acknowledged its inappropriateness, claiming it was intended as a private remark in frustration, not for public consumption. He has since issued an apology and received a verbal reprimand and write-up from the city council. Still, one must ask—is this the kind of leadership the people of Mesquite deserve? In a time where government transparency and integrity should be paramount, how can residents have faith in city officials who casually toss around outdated caricatures under the guise of seeking “diversity”?

Dickie tried to clarify his intentions, saying he meant to imply that the department needed a strong Black woman to lead and restore discipline. But here’s the real issue: a city manager, especially one tasked with leading a diverse community and supporting public servants, should never lean on racially charged language—private or not—as a rhetorical device. It reflects poor judgment and a complete misunderstanding of what true leadership and inclusion require.

Ironically, Dickie’s comments came after he dismissed Chesley over serious accusations, including threats to city staff and misconduct. So what are residents left to believe? That both the police department and city hall are being mismanaged by officials more concerned with protecting their reputations than delivering justice and good governance?

Accountability cannot be selective. If we expect officers to uphold professional conduct, then city managers and public officials should be held to that same standard—without exception. Hollow apologies and mild reprimands won’t cut it.

The question remains: Will the city council act with the backbone required to remove a leader who has made such comments, or will they continue to let politics and personal relationships dictate discipline?

Washoe County and the rest of Nevada deserve public officials who demonstrate the values they claim to champion—fairness, responsibility, and integrity.
