LAS VEGAS, NV — In a high-stakes emergency action on Thursday morning, the Nevada Gaming Commission unsealed final regulatory approvals authorizing Las Vegas-based Terrible’s (Herbst Gaming) to officially seize operational control of the gateway resort community of Primm, Nevada.

The state’s fast-tracked decision effectively halts a looming July 4 complete shutdown notice that threatened to leave the California-Nevada border town entirely dark and wipe out hundreds of local livelihoods.

Averting a Holiday Border Blackout

The emergency regulatory intervention materialised after the destination’s previous leaseholder, Affinity Gaming, announced intentions to permanently close the properties they had operated for nearly 15 years. Faced with an immediate economic collapse at the state line, the Primm family aggressively intervened, executing an eleventh-hour management agreement with Terrible’s and the Herbst family to step in and secure operational continuity.

Because investigators had less than a month to process the emergency transition framework, regulators approved an initial one-year conditional operating license. This mechanism saves roughly 300 local jobs ahead of the high-traffic Independence Day weekend, giving Terrible’s immediate clearance to absorb the workforce and stabilize core infrastructure.

Capital Injections for a 570-Acre Interstate Gateway

The sweeping border footprint covers nearly 570 acres flanking both sides of the high-volume Interstate 15 corridor. Cory Clemetson, grandson of town founder Ernie Primm and CEO of Primm South Real Estate Co., confirmed the completion of highly diligent negotiations to transition the town’s central commercial assets over to the Herbst family, whose deep local roots include major retail, fuel, and gaming operations across Jean and Southern Nevada.

The new management structure will immediately assume oversight of the flagship Primm Valley Casino Resort, alongside the high-volume Lotto Store, the Oasis Apartments, a massive commercial truck stop, and interstate fueling hubs.

While secondary casino properties like Buffalo Bill’s and Whiskey Pete’s have sat closed or restricted to sporadic weekend concert dates over the last two years, Terrible’s President Tim Herbst unsealed plans to systematically evaluate structural renovations. The long-term blueprint aims to pour major capital infrastructure and modernization funds into the corridor—upgrading traveler amenities, expanding food and beverage concepts, and restoring Primm’s status as a premier experiential gateway for millions of travelers entering Nevada from California.
