Lawsuit Targets Front-Runner Scott Black in NLV Mayoral Race Over Term Limit Dispute

NORTH LAS VEGAS, NV — A high-stakes legal battle has erupted in North Las Vegas that could fundamentally shift the landscape of the 2026 mayoral race. A lawsuit filed in Clark County District Court seeks to disqualify Councilman Scott Black from the ballot, alleging his candidacy violates Nevada’s 12-year constitutional term limits.
The complaint, filed on behalf of a North Las Vegas voter, argues that Black’s nine-year tenure on the City Council—which included a one-year extension due to a legislative shift in election dates—would put him over the legal limit if he were to serve a full four-year term as mayor.
The Charter Conflict The core of the legal argument hinges on the North Las Vegas City Charter. Unlike some municipalities, the charter explicitly defines the Mayor as a “member of the City Council.” Plaintiffs argue that because the roles are legally intertwined, time served in either position must be aggregated toward the 12-year lifetime cap established by a 1996 ballot measure.
Political Friction The lawsuit has immediately become a flashpoint between Black and his primary opponent, Assemblywoman Daniele Monroe-Moreno, who also serves as the Chair of the Nevada State Democratic Party. While the attorney filing the suit has a history of representing Democratic causes, Monroe-Moreno has publicly denied any involvement in or prior knowledge of the litigation.
In a statement, Black dismissed the move as a desperate tactic by political rivals. “This suit is an indication my opponents don’t believe they can win without a judge intervening,” Black said, affirming that he intends to remain in the race.
With the primary election scheduled for June 9, 2026, the court’s decision could either cement Black’s front-runner status or leave the field wide open for his competitors.
