LAS VEGAS, NV — In the largest federal land transaction executed in the Las Vegas Valley in more than two decades, the City of Las Vegas and the Bureau of Land Management (BLM) have finalized the conveyance of roughly 940 acres of upper northwest desert to private developers for $94 million.

The transaction clears the path for Monument Hills, a mixed-use master-planned community slated to deliver up to 6,000 residential homes, designated civic parks, commercial corridors, school reservations, and dedicated military and attainable housing.

A Decade-Long Direct Sale to Bypass the Auction Block

Unlike traditional quarterly BLM public auctions that distribute small, non-contiguous parcels across Clark County, the Monument Hills acquisition utilized a direct-sale mechanism authorized under the Southern Nevada Public Land Management Act (SNPLMA).

Under this framework, local municipalities can sponsor the conveyance of federal public acreage for coordinated community growth, public infrastructure, and housing expansion.

The two-step closing occurred when the BLM conveyed the 939.5-acre parcel to the City of Las Vegas, which simultaneously transferred title to Monument Hills Partners LLC—a joint venture formed by Garry Goett’s Olympia Companies (the master developer behind Southern Highlands and Skye Canyon) and Larry Canarelli’s Bruin Capital Partners (founder of American West Homes).

The closing concludes more than a decade of administrative reviews, environmental assessments, and direct intergovernmental correspondence between Nevada Governor Joe Lombardo and the U.S. Department of the Interior.

Attainable Stock and Military Housing Set-Asides

Positioned north of Moccasin Road and east of U.S. 95—tucked between the Las Vegas Paiute Tribe’s golf resort and the 22,650-acre Tule Springs Fossil Beds National Monument—the site represents one of the final large tracts of developable desert inside the statutory SNPLMA disposal boundary.

State and city leaders emphasized the development’s role in addressing Southern Nevada’s housing supply deficit.

“This is exactly the kind of bold action Nevada needs to increase our housing supply and make housing more attainable for hardworking Nevada families,” Governor Joe Lombardo stated. “This historic conveyance will create thousands of new homes, generate billions of dollars in economic activity, support our military families, and build the infrastructure Southern Nevadans need.”

“One of the city’s top priorities is housing for our growing population,” noted Las Vegas Mayor Shelley Berkley. “This project brings 6,000 new homes to the city, including much-needed military housing. I can’t wait to put shovels in the ground and families into homes.”

Site grading and off-site utility extensions connecting water and power from Skye Canyon are scheduled over the coming months, with developers projecting the first residential deliveries in spring 2028.
