LAS VEGAS, NV — In a landmark regulatory decision that positions the Las Vegas Valley as the nation’s premier proving ground for driverless transportation, the Nevada Transportation Authority (NTA) voted unanimously to approve commercial Autonomous Vehicle Network Company (AVNC) permits for Tesla Robotaxi LLC, Waymo LLC, and Uber subsidiary Aviari Services LLC.
The approvals authorize the three tech giants to collectively scale up to 7,000 paid, fully autonomous robotaxis across Clark County over the next 12 months, joining Amazon-backed Zoox in commercial service throughout the Las Vegas resort corridor and urban metropolitan basin.

A Massive Leap in Fleet Capacity
The unanimous commission vote marks a dramatic acceleration in Nevada’s autonomous mobility policy.
For Tesla Robotaxi LLC (Docket 26-05015), the approval lifts previous restrictive interim conditions that had capped its fleet at just 10 vehicles along a narrow 45-mph Strip corridor with no airport access, authorizing the company to scale up to 5,000 fully autonomous vehicles within the year.
Alphabet-owned Waymo LLC (Docket 26-06007) secured authorization to deploy up to 1,000 autonomous vehicles across Clark County, adding full commercial fare-charging authority to its driverless testing operations. Concurrently, Uber’s autonomous unit, Aviari Services LLC (Docket 26-07015), received approval for 1,000 robotaxis, which it plans to operate through platform partnerships utilizing Motional and Zoox autonomous vehicles.
Combined with Zoox’s preexisting 100-vehicle commercial permit, Southern Nevada’s authorized driverless ceiling approaches 8,000 vehicles.

Regulatory Prerequisites and Labor Impact
Under NTA regulations, commercial fare collection cannot begin until each operator submits verified vehicle safety inspection logs, dynamic fare tariff filings, and proof of comprehensive liability insurance coverage. Operators must initiate commercial passenger service within 120 days of approval or risk permit expiration.
The expanded rollout has sparked fierce debate across Southern Nevada’s transportation ecosystem. While tech developers emphasize that fleet management, depot charging stations, and vehicle maintenance will generate high-tech field service jobs, local taxi medallion companies and gig-economy driver groups have voiced significant concern over long-term job displacement and curb space congestion along the “Golden Triangle” between the Strip, downtown Las Vegas, and Harry Reid International Airport.
