LAS VEGAS, NV — The Clark County School District (CCSD) and the Nevada Public Employees’ Retirement System (PERS) are conducting system audits to resolve missing monthly pension disbursements affecting more than 160 retired educators and support contractors.
The administrative disruption stems from the district’s reclassification of specific teaching categories under Nevada’s Critical Labor Shortage statute (NRS 286.523). The change triggered processing lapses and automated pension payment holds as retirees transitioned between dual-compensation contracts and standard re-employment structures.

Under Nevada law (NRS 286.523), retired public employees who return to work for a public employer generally must suspend their monthly retirement benefits unless their specific position is designated as an active Critical Labor Shortage. Under this exemption, Extended-Career Teachers (ECTs) can simultaneously draw their full Nevada PERS pension and a standard CCSD salary.
Following the school board’s vote to remove the Critical Labor Shortage tag from three surplus subject areas—Elementary Education, Secondary English, and Elementary Counseling—the system required impacted staff to either restructure their employment contracts or formally pause dual-benefit status.
During the mid-summer system rollover, automated reporting reconciliations flagged affected member accounts, causing missed or delayed monthly pension distributions for over 160 individuals.

District Response and Corrective Payroll Audits
