LAS VEGAS, NV — The Las Vegas Stadium Authority is reviewing a comprehensive $158 million infrastructure overhaul designed to rebuild the primary northern pedestrian gateway at Allegiant Stadium, pairing surplus public room tax revenues with private capital from the Las Vegas Raiders.

The board concluded initial hearings on the project proposal, with a formal adoption vote scheduled for September 2, 2026.

Relieving Strip Pedestrian Chokepoints

Since opening in 2020, tens of thousands of event attendees traverse the Hacienda Avenue bridge on foot from Las Vegas Boulevard to enter the 65,000-seat stadium.

The proposed expansion will construct an elevated pedestrian deck and outdoor gathering plaza that seamlessly connects foot traffic directly from the bridge into the upper stadium gates, eliminating ground-level street crossings and vehicular congestion.

“The north side of the building has become one of the more significant pressure points in our guest experience,” said Sandra Douglass Morgan, President of the Las Vegas Raiders. “That infrastructure is stretched to capacity. This investment is not an aspirational goal—it is an engineered necessity to maintain our standard of guest hospitality.”

Public-Private Funding Framework

Under the financing plan, $75 million will be allocated from the stadium’s dedicated capital improvement reserve—funded through Clark County’s surplus 0.88% hotel room tax—while the Raiders organization will fund the remaining $83 million.

“We want to make sure the stadium remains a world-class venue,” noted Steve Hill, President and CEO of the Las Vegas Convention and Visitors Authority (LVCVA). “Allegiant Stadium is a major economic engine for our entire resort corridor, and it is vital that it remains well-funded from both private and public standpoints.”

Construction is slated to begin in early 2027 following the conclusion of the 2026 NFL season, targeting full completion in late 2028.
