Titus, Lee and Horsford Voted Against Spending Bill Carrying 9/11 Responder Health Funding

As Americans mark the weekend following the 25th anniversary of the September 11 terrorist attacks, Nevada’s three Democrat members of Congress have a February vote on their records involving federal health care for the responders and survivors still living with the consequences of that day.

Reps. Dina Titus, Susie Lee and Steven Horsford all voted against final House passage of H.R. 7148, the Consolidated Appropriations Act of 2026, on February 3. The legislation passed the House 217-214 and included a provision titled “9/11 Responder and Survivor Health Funding Corrections” for the World Trade Center Health Program.

The provision altered the program’s funding formula for fiscal years 2026 through 2040, tying future funding levels in part to enrollment growth. It also directed the Department of Health and Human Services to assess the program’s long-term budget needs and report to Congress on projected funding requirements through 2090.

The World Trade Center Health Program serves eligible responders and survivors exposed to the September 11 attacks and their aftermath. According to the Centers for Disease Control and Prevention, the federal program provides monitoring and medically necessary treatment for certified WTC-related health conditions, including care for eligible responders from New York, the Pentagon and Shanksville, Pennsylvania. More than 130,000 responders and survivors are currently enrolled.

Titus, Lee and Horsford were among the lawmakers voting “Nay” on the final February 3 package. The vote was not a standalone referendum on the World Trade Center Health Program. H.R. 7148 was a sweeping government funding measure containing numerous appropriations and policy provisions, meaning members voting against it were voting against the package as a whole.

Still, the 9/11 health funding provision was part of the legislation sitting before them when they cast those votes. The measure ultimately became law despite opposition from all three Nevada Democrats.

The vote has drawn renewed attention nationally as the country commemorates a quarter-century since nearly 3,000 people were killed on September 11, 2001. Townhall reported this week that Titus, Lee and Horsford were among a group of Democrat lawmakers highlighted for opposing the February package containing the World Trade Center Health Program funding changes.

Twenty-five years after the attacks, the medical consequences remain ongoing. The federal program continues treating responders and survivors for certified illnesses connected to their exposure, including cancers, respiratory diseases and other conditions. For Nevada voters assessing the congressional record this anniversary weekend, Titus, Lee and Horsford’s February vote is part of that record.
