Outrage in Henderson: Teacher Accused of Exploiting Vulnerable Student

A disturbing case out of Clark County once again raises questions about accountability in Nevada’s public schools. Ray Garcia, a 42-year-old physical education teacher at Hinman Elementary, was arrested after allegedly photographing a nude special needs student and sharing the image with colleagues. Police records state the child, a nonverbal boy with autism, was lying unclothed on a mat when Garcia snapped the photo and texted it to four other employees with a flippant remark. Those staff members were offended and reported the incident to the principal, sparking the investigation.

Garcia reportedly admitted to police that he knew of the boy’s disability but claimed the photo was meant as a “heads up” to other staff. Authorities charged him with a gross misdemeanor for capturing and disseminating an image of another person’s private area.

Parents are right to be outraged. Our schools should be safe havens for children, especially those with special needs who rely on adults for protection. Instead, they are too often staffed by individuals shielded by a system that makes excuses instead of enforcing real accountability. Nevada ranks among the worst in the nation for education, and cases like this reveal not just academic failure but moral decay.

This is about more than one teacher—it’s about a system that tolerates misconduct until parents or fellow teachers demand action. If this state wants to restore trust in public education, leaders must demand stronger vetting, faster discipline, and real consequences for those who betray their duty to protect children. Parents deserve nothing less.
